  National Conference of MDs of SCAs  
   NBCFDC assisted over 11 lakh BC beneficiaries with soft loan over Rs. 1500 cr.  
 

Hon¡¯ble Minister for Social Justice and Empowerment, Govt. of India.   Sh. Mukul Wasnik inaugurated the National Conference of Managing Directors of State Channelising Agencies (SCAs) of National Backward Classes Finance & Development Corporation (NBCFDC), A Govt. of India Undertaking under Ministry of SJ&E on 31.7.2009 at SCOPE Complex, Lodi Road, New Delhi. 
Inaugurating the one day National Conference, Sh. Mukul Wasnik, Hon¡¯ble Minister for Social Justice and Empowerment, Govt. of India said that ¡°NBCFDC has the challenge to better the best performance in pursuing its goal of promoting economic and development activities towards empowering the members of Backward Classes, who are living below the poverty line¡±.  Hon¡¯ble Minister appreciated the efforts of  NBCFDC for achieving its goals and objectives of upliftment of poorer among the poor Backward Classes people in the country.
  The Minister advised that easy reach of finance to the target group through Micro Finance and linkages for marketing of products made by our artisans are major areas to be addressed for successful implementation of schemes. An adequate support system for marketing of products be ensured. He also reiterated the need of identifying problems in delivery mechanism so that the beneficiaries may get loans without any hassle or delay and also repay in time. The funds from the Ministry are no constraint for better performing States, he added. Shri Wasnik asked, however, the non-performing States of Orissa, Madhya Pradesh, Uttar Pradesh and Bihar to emulate the success of States like Andhra Pradesh as the resentment is growing among Backward Classes because of the inaction.
Shri Wasnik desired that a proper plat form be given for showcasing the talent of  Backward Classes. He added that efforts should be made to give exposure to our traditional artisans through participation in International exhibitions also being organized by India Trade Promotion Organizations (ITPO), Federation of Indian Export Organizations (FIEO) etc. Interactions with artisans of other countries and potential buyers during such exhibitions will help in broadening the outlook and imagination of our traditional artisans and craft persons so that they would be able to produce better and quality products. On the occasion, Shri Mukul Wasnik released two publications of NBCFDC.       He also gave away awards to State Channelising Agencies of Kerala, Karnataka and Tamil Nadu for better Performance in their respective States during 2007-08.
 The Minister of State, Shri D. Napoleon in his address emphasized that women empowerment should be on the top of the agenda while implementing schemes of the Corporation at all levels. New Swarnima and Mahila Samridhi Yojana have been there to extend soft loans to women of the target group. He suggested that the SCAs should still to work hard more for enhancing the coverage of women beneficiaries under these schemes. It will not be exaggerated if we suggest that at least 40 per cent of the budget should be utilized towards providing assistance to the women beneficiaries that too through SHGs under Micro Finance. He further said that the NBCFDC has introduced very attractive schemes for pursuing higher professional courses where one can avail loan upto Rs. 5.00 lakh at 4 percent rate of interest. The students in remote areas of the country are not aware of such schemes. He requested SCAs to popularize this scheme among the Backward   class students.
While addressing the conference, the Secretary (SJ&E), Govt. of India, Sh. K.M. Acharya appreciated the efforts of NBCFDC for upliftment of poorer section of Backward Classes. Secretary (SJ&E) emphasized the need of recovery from beneficiaries and timely repayment of loan by the SCAs to National Corporations.   He further said that he has also written to Chief Secretary of some states for providing adequate Govt. Guarantee to State Corporation & remittance of outstanding dues to NBCFDC.  Secretary congratulated  NBCFDC for getting excellent performance in achieving MOU targets consequently for the last eight years.
 Sh. A.A. Naqvi, Managing Director, NBCFDC in his welcome address said that the NBCFDC is constantly following the path of innovation and determination to achieve its desired goals and objectives, so that our developmental schemes can assist poorer section of the target group in an efficient and transparent manner. He said that the Corporation has so far received budgetary support from Government of India to the tune of Rs.527.35 Crore against which an amount of Rs.1550.90 Crore has so far been provided to various States to assist approx 11 Lakh beneficiaries through our SCAs under various schemes.   The disbursement of loans to the tune of Rs. 1000 Crore over and above the budgetary support was possible with recycling of repayments as well as optimum utilization of available resources of the Corporation.
Sh. Naqvi informed said that the Government of India has recognized NBCFDC efforts.   NBCFDC has received MOU excellent rating consecutively for the eight years among MOU signing PSEs with Government of India.   NBCFDC has also been rated one of ¡®TOP TEN¡¯ PSE three times amongst MOU signing companies including the ¡®Navratnas¡¯ & ¡®Miniratnas¡¯.  

He reiterated that NBCFDC aims  to sustain this progress in XIth Plan also and double the achievements.  He mentioned that State BC Corporations have been requested to enhance their capacity to absorb more funds by strengthening themselves through better infrastructure as well as adequate and timely budgetary support from the State Governments.  He further requested for sufficient budgetary support during XIth Five Year Plan from the Government of India to meet the future demand of the SCAs.
